Legislation states that it must be demonstrated how policies within Neighbourhood Plans contribute to achieving sustainable development. Sustainable development can be defined as meeting the needs of the present without compromising the ability of future generations to meet their own needs.

The scoping report is the first stage in the sustainability appraisal process for the emerging Starston Neighbourhood Plan.

The scoping report sets out the key issues for Starston covering environmental, economic and social themes. These key issues are identified by assessing baseline data and existing documents and policies. The data is gathered from a number of sources including the 2011 Census, the Starston Parish Plan 2008, Historic England, South Norfolk District Council and Norfolk County Council. The results of the first Neighbourhood Plan community consultation are also used to identify key issues.

The scoping report has been amended following consultation with Historic England, the Environment Agency, Natural England, Norfolk County Council and South Norfolk Council.

The Sustainability Appraisal framework set out in Appendix G of the scoping report will be used to consider the effects of the different policy options proposed in the Neighbourhood Plan as they are developed and to consider key issues where they arise.
